The Ciudad Real Provincial Council provides its services to the 514,143 inhabitants distributed over the 19,813 km2 of surface that our province has, that is, 102 municipalities, 3 EATIMS and 63 villages.
According to art. 36 of the local regime law, the powers of the Provincial Council are those attributed to it in this concept by the laws of the State and the Autonomous Communities in the different sectors of public action and, in any case, the following:
Coordination of municipal services with each other to guarantee their comprehensive and adequate provision.
Legal, economic and technical assistance and cooperation to Municipalities, especially those with less economic and management capacity. In any case, it guarantees the provision of secretarial and intervention services in municipalities with less than 1,000 inhabitants.
The provision of public services of a supra-municipal and, where appropriate, supra-regional nature and the promotion or, where appropriate, coordination of the unified provision of services of the municipalities of their respective territorial scope. In particular, it assumes the provision of waste treatment services in municipalities with less than 5,000 inhabitants, and fire prevention and extinction in those with less than 20,000 inhabitants, when they do not provide them.
Cooperation in promoting economic and social development and planning in the provincial territory, in accordance with the competences of the other Public Administrations in this area.
The exercise of coordination functions in the cases provided by law.
Assistance in the provision of tax collection management services, in voluntary and executive periods, and support services for financial management in municipalities with a population of less than 20,000 inhabitants.
The provision of electronic administration services and centralized contracting in municipalities with a population of less than 20,000 inhabitants.
The monitoring of the effective costs of the services provided by the municipalities of your province.
The coordination by means of an agreement, with the respective Autonomous Community, of the provision of the maintenance and cleaning service of medical offices in municipalities with a population of less than 5000 inhabitants.
For the purposes of the provisions of letters a), b) and c) of the previous section, the Provincial Council:
It annually approves a provincial plan of cooperation for works and services of municipal competence, in the elaboration of which the municipalities of the province must participate.
It ensures the access of the population of the Province to the set of minimum services of municipal competence and to greater efficiency and economy in the provision of these through any form of municipal assistance and cooperation.
For this purpose, the Provincial Council grants subsidies and aid from its own resources for the implementation and maintenance of municipal works and services, which will be implemented through special plans and other specific instruments.
