The meeting was initially a research exchange between state and federal investigators working on the control of tree fruit pests. Because of its preliminary or on-going character, a booklet with published Abstracts was distributed at the meeting in 1965, which specifically labelled "Does not constitute a Recommendation/not for publication" Only 25 participants representing CA, CO, ID, MT, OR, UT, WA and BC are listed for that meeting. The meeting was organised into crop-based sections with separate sections on diseases and residues/compatibilities (pomace fruits, stone fruits, fruits). At that time the meeting took place at the Imperial Hotel in the city centre of Portland and remained there for decades, either because of its central location or the cheap rates. By the beginning of the 1970s, the name was changed into "WOPDMC," or affectionately "The XX Annual Western Orchard Pest & Disease Management Conference." The meeting was also changed to groups of pests versus crop groups – e.g., lepidopterous insects, mites and others, which highlighted the importance of the two former groups in the management of pests at that time. Moth Codling was as popular as it is today in the 1970s.
